How each test converts to CLB
These are the equivalencies IRCC publishes for the three designated English tests. Every number below comes from the government pages listed at the end of this page.
CELPIP-General to CLB
CELPIP-General is the only one of the three built to the Canadian Language Benchmarks, so its levels map straight across with no conversion at all. IRCC treats CELPIP 10 and above as CLB 10.

IELTS General Training to CLB
Listening runs on a different scale from the other three skills, which is the detail most conversion charts get wrong. IELTS 7.5 in listening is CLB 8, while 7.5 in speaking is CLB 10.

PTE Core to CLB
PTE Core reports each skill from 10 to 90, and IRCC maps those to CLB as score ranges. Writing carries the highest thresholds, so it is often the skill holding an overall level down.

Where these numbers come from

Language scores decide real immigration outcomes, so it matters where a conversion chart got its numbers.
IRCC publishes the minimum score for each CLB level. The tables above show the full range each level covers, worked out from the level above it. So where IRCC lists CLB 7 listening on IELTS as 6.0, we show 6.0–7.0, because CLB 8 does not begin until 7.5.
IRCC does not publish a direct conversion between two tests, only each test against CLB. That is why this tool converts to CLB and stops there.
